Exemption of certification |

A provision which lists exemptions from the requirement to provide a proof of origin. Under certain circumstances originating goods can be imported into an FTA country without a proof of origin and still be treated as originating.
Exemption from the proof of origin requirement is usually granted to goods imported as travellers’ personal luggage (for personal use) and goods imported for non-commercial purposes. Such good should still be originating.
In addition, some agreements provide that goods below a certain value threshold imported for commercial purposes are also exempt from the requirement to be accompanied by a proof of origin or the exporter can use self-certification on a commercial document. These goods are still required to be originating.
Example:
An FTA allows self-certification for goods below a certain value threshold. When goods below this threshold are imported into an FTA member country, the exporter is able to provide an origin declaration certifying the origin of these goods on a commercial document instead of applying for a certificate.
