Approved exporters refer to exporters who fulfil certain conditions, export frequently under an FTA and are registered with the local customs authorities (have obtained an approved exporter authorisation).
Such exporters are allowed to use self-certification as a proof of origin: they can provide an origin statement or declaration on a commercial or shipping document instead of providing a paper or electronic certificate of origin obtained from local customs authorities.
Authorisations are granted according to the local customs legislation and as a result the requirements for an approved exporter can differ between the parties of the same FTA.
Example:
In order to be able to provide origin declarations on a commercial document an exporter submits an approved exporter application. Together with the application, the exporter provides supporting evidence relating to the production of the product and demonstrates the understanding of rules of origin applicable for each type of product. Once the exporter is granted an approved exporter status, an origin declaration on a commercial document can be issued when exporting to FTA member countries. This can also include authorising the exporter to self-certify under a number of different FTAs simultaneously (for example all FTAs which the exporting country has in place that allow for self-certification). The rules of origin under these agreement will most likely be different. It is up to the exporter to ensure that the goods meet the relevant rules of origin under each FTA.
